Cards are not available for ALL hi members at the moment. Once we solve the current situation with the Cards, the cards service will resume.
The reason why you see 'Join waitlist' is because Cards aren't available at the moment. It's just a way for us to temporarily disable cards, without resubmission of the app for App approval in stores. Once we open up again, your card will be reinstated as before.
